The recent assessment of IHS is based on the current development in central Somalias Galmudug region, which is in the focus of territorial disputes between the autonomous Puntland and Somalia central government.
Last years political progress for a peaceful solution of the territorial dispute had ended with terrorist bombings and military actions and left the region in a more or less gap of governmental control. As a conclusion, the still existing poor economical conditions in Somalia, the lack of governmental presence and the well known decreased vigilance of the shipping industry in the framework of the latest reduction of the Indian Ocean HRA may benefit a resurgence of organized maritime crime along the Somali coastline within the year 2016.
